Shopify creates the policy pages, but it does not add them to your menus for you. Many stores have a perfectly good policy that can only be reached from the checkout.

How to fix it in Shopify
In Shopify: Online Store, then Navigation, then Footer menu.
Add a link to your Refund policy, and to your Shipping policy while you are there.
Save, open your store and check that the link shows at the bottom of every page.
