A title shouting about a discount is answering a question nobody asked yet. Google wants the title to say what the product is; promotions have their own fields, and they change far more often than the product does.
What the policy actually says
«Also avoid gimmicky ways of drawing attention such as all caps, symbols, HTML tags, and promotional text.»

This one costs you visibility rather than blocking you.
How to fix it in Shopify
Take out of the title anything that is not the product: "sale", "free shipping", "best price", discount percentages, exclamation marks and emoji.
Put the promotion where it belongs: a sale price goes in Shopify’s "Compare at price", and delivery goes in your shipping settings.
Leave the title as what the thing is: type, brand, model and key attributes.
Review the titles you wrote during a sale. Those are the ones that usually keep the leftover text months later.
Check your whole store for this
Doing this by hand for one product is easy. Doing it for every product, and for the
store-level rules that suspend accounts, is not. Type your store address and see where you
stand, with the policy quoted next to each finding.
