Every Shopify theme ships with sample text so you can see the layout. When a block is added and never edited, that text goes live: it tells a shopper, and Google, that nobody finished the store.
What the policy actually says
«Technical flaws: Your website contains placeholder content, broken links, or lacks a secure checkout process.»

This one blocks the product, or the whole account.
How to fix it in Shopify
In Shopify: Online Store, then Themes, then Customize, and go through the home page block by block.
Look for "Lorem ipsum", "Share information about your brand with your customers" and "Example product title".
Replace each one with real text, or remove the block if you do not need it.
Check the footer too: it has its own sample text in some themes.
Check your whole store for this
Doing this by hand for one product is easy. Doing it for every product, and for the
store-level rules that suspend accounts, is not. Type your store address and see where you
stand, with the policy quoted next to each finding.
We only read what your store already publishes to any visitor.
No access, no passwords, nothing about your customers.
