Shipping settings and a shipping policy are not the same thing. You can have rates configured perfectly at checkout and still publish nothing a shopper can read beforehand.

How to fix it in Shopify
In Shopify: Settings, then Policies, then Shipping policy.
State which countries you ship to, how long delivery takes and what it costs.
Link it from the footer, so it can be read before checkout and not only during it.
